Resident Commissioners from the Philippines

From 1907 until 1945, the Philippines sent what were called Resident Commissioners to the United States House of Representatives in order to represent the islands, which were a dependency of the United States at the time. The Resident Commissioners could speak and otherwise participate in the business of the House, but did not have voting rights.
