The title of this article is incorrect because of technical limitations. The correct title is libIRC.

libIRC is a cross-platform framework for connecting to and interacting with Internet Relay Chat (IRC) networks. It is aimed to be useful as the foundation for embedding IRC capabilities into various applications such as chat clients, games, and IRC bots. Some of the developers are simultaneously working on BZFlag.
