Cop Land

Cop Land (1997) is an American action film with an all-star cast, including Sylvester Stallone, Robert De Niro, Ray Liotta, and Harvey Keitel. (De Niro and Keitel have worked together on two previous films, Mean Streets in 1973 and Taxi Driver in 1976.) Stallone plays a hearing-impaired sheriff of a small New Jersey town where a large number residents are NYPD officers. De Niro plays an NYPD internal affairs lieutenant. Liotta and Keitel play NYPD detectives on opposite sides of the law. The movie is about about police corruption and vigilantism.
