Bootlegging
Bootlegging is the illegal sale or manufacture of cigarettes, liquor, or other consumer goods (such as compact discs or DVDs) subject to taxes or licensing fees, for the purpose of evading those fees. During the U.S. Prohibition of the 1920s, Al Capone and other gangsters were major bootleggers of liquor.
